ACCA–SOEL Certificate in IPSAS (CertIPSAS)

From December 2025, SOEL, in collaboration with ACCA, is offering the Certificate in International Public Sector Accounting Standards (CertIPSAS) for the first time in the Greek language.

What is CertIPSAS

IPSAS were developed to improve the quality, consistency, and transparency of public sector financial reporting worldwide. These standards, issued by the International Public Sector Accounting Standards Board (IPSASB), are based on both cash-basis and accrual-basis accounting and are used for the preparation of general-purpose financial statements by governments and other public sector entities around the world.

ACCA-SOEL CertIPSAS is useful for employees of organizations/agencies that use or are about to adopt IPSAS or that work with clients who use or are about to use IPSAS.

The program offered by IESOEL in collaboration with ACCA enables you to:

• Describe the fundamental requirements of IPSAS accrual based accounting for each standard individually.
• Identify how IPSAS are applied in practice.
• Explain the difference between Cash Basis IPSAS and Accrual Basis IPSAS.
• Understand how IPSAS are used around the world.
• Apply IPSAS requirements when preparing financial reporting information.
• Interpret financial statements prepared in accordance with IPSAS.
• Describe how the IPSASB operates and how it evolves.

Important:

If you already hold a professional accounting qualification, this certification can be a valuable source of Continuing Professional Development (CPD), offering you the opportunity to strengthen your existing knowledge and skills through specialized technical training in IPSAS.

ACCA-SOEL CertIPSAS is addressed to:

• Employers and employees in the public sector worldwide
• Accountants working in or wishing to work in the public sector
• Policymakers specializing in the public sector

ACCA-SOEL CertIPSAS is delivered through online courses, and the examinations, which include multiple-choice questions, are also conducted online at a time chosen by the candidate.

Training Program

The preparation seminars are held at least twice a year, offering 48 hours of classroom instruction and an additional 20 hours through an online platform.

Examinations

The exams for the ACCA-SOEL CertIPSAS certification are conducted in Greek and take place via computer-based testing. The exam lasts one hour and consists of 25 multiple-choice questions. A minimum passing score of 50% is required to obtain the Certificate.

Cost

The exam participation fee is £150 (approximately €180) for members and £180 (approximately €210) for non-members. This fee covers three (3) attempts within twelve (12) months.

The training cost is €660 for members and €750 for non-members and includes:

  • A training manual in Greek along with practice exercises for each standard

  • Access to an online platform with educational material in Greek

  • A revision course focused on exam preparation
